C-4 was started in 1968 and received 501 (c) 3 nonprofit status from the Internal Revenue Service in 1991. Each participating congregation has representation on the C-4 Board of Directors. The representatives attend bi-monthly meetings and are the link between their congregation and C-4, keeping their congregations abreast of C-4 activities and also indicating how and when community support is requested. Each congregation is asked to make an annual monetary contribution and to provide volunteer support two months out of the year. Additionally, support is requested for special events, school supplies and holiday toys.
The main base of operations for C-4 is the Colesville Center, 14015 New Hampshire Avenue, Silver Spring, MD 20904. The space for the services is provided without charge to C-4 by Montgomery County. The Clothes Closet, Baby Closet and Toy Closet as well as School Supplies distribution occur at the site. Clothing, small household goods, baby furniture, car seats, school supplies and holiday toys as well as money are donated by our supporting congregations and other community members.
Persons (clients) desiring to be served by C-4 must provide proof of residency in Montgomery County as well as meet criteria demonstrating need. When appropriately qualified, the entire family is registered in the C-4 system and may be served. Only registered clients are eligible for their children to receive school supplies and holiday toys.
The Clothes Closet and Baby Closet are open for clients to “shop” (free of charge) on Tuesday and Friday from 10 am to 11 am and on Thursdays for handicapped persons to “shop”. Clients may shop every other month. Volunteers spend approximately 200 hours per month emptying the donation bins, sorting clothes and assisting clients. Until 2006, the Clothes Closet Director was the only paid employee; however, as volunteer hours declined, it became necessary to employ additional help.
The Clothes Closet served 4074 family memebers in 2011 and the Baby Closet served 353 families. Backpacks and school supplies were distributed in August 2011 to 760 young people and over 800 children received two toys and a stocking at the Holiday Toy distribution in December 2011.
C-4 collaborates with many community organizations. Among them are Manna House, Fairland Nursing Home, Shepherd’s Table, EMEAN (Eastern Montgomery Emergency Assistance Network, and The Colesville Strawberry Festival. Through the years, C-4 has also started emergency financial aid programs and in the early years, we opened a housing project.
